This Law aims to combat smoking by taking all necessary measures at the levels of State, community and individuals in order to curb the habit of smoking among individuals of all ages.<\/span><\/p>\n

Smoking shall mean the use of tobacco and its derivatives, such as cigarettes, cigars, tobacco leaves, tobacco molasses and any product containing tobacco, whether in the form of cigarettes or cigars, or by using pipe or shisha, or by sniffing or chewing, or any other method.<\/span><\/p>\n

Products of tobacco and its derivatives may be cleared only after tests on samples are conducted in the laboratories specified in the Implementing Regulations, to ensure compliance with specifications set by the relevant authority in coordination with the Ministry of Health.<\/span><\/p>\n

Smoking shall be prohibited in the following places:<\/span><\/p>\n

1. Areas and yards surrounding mosques;<\/span>
\n 2. Ministries, government agencies, public institutions and their branches as well as other public entities.<\/span>
\n 3. Educational, health, sport, cultural and social institutions, as well as charities\u037e<\/span>
\n 4. Work areas in companies, institutions, organizations, factories, banks and the like\u037e<\/span>
\n 5. Public means of transportation (land, air or sea), as prescribed in the Implementing Regulations\u037e<\/span>
\n 6. Places for producing, processing and packaging food, foodstuffs and beverages\u037e<\/span>
\n 7. Sites for producing, transporting, distributing and refining petroleum and its derivatives as well as fuel and gas stations;<\/span>
\n 8. Warehouses, elevators and lavatories; and<\/span>
\n 9. Public places not mentioned in the preceding paragraphs. If such places allocate areas for smoking, such areas shall be isolated and restricted and shall not be accessible to persons under the age of eighteen. The Implementing Regulations shall specify the criteria for the implementation of this paragraph.<\/span><\/p>\n

to limit the sale of tobacco and its derivatives, the<\/span>
\n following shall be observed:<\/span><\/p>\n

1. That they be sold only in sealed packs containing the number or quantity specified by the Implementing Regulations\u037e<\/span>
\n 2. That they not be sold in vending machines;<\/span>
\n 3. That they not be sold on means of public transportations;<\/span>
\n4. That they not be sold to persons under the age of eighteen;<\/span>
\n 5. That no patent related thereto may be registered;<\/span>
\n 6. That the not be sold at reduced prices or be given away as free samples or gifts;<\/span>
\n 7. That products advertising tobacco and its derivatives may not be imported, sold or given away; and<\/span>
\n 8. That a sign warning of the health risks of smoking be placed in the sales area.<\/span><\/p>\n

For violations where no specific penalty is provided for, a person who violates any provision of this Law shall be punished by a fine not exceeding five thousand riyals ( SAR 5,000). Such penalty shall be doubled in case of recidivism.<\/span><\/p>\n

Fines collected under the provisions of this Law shall be used to support awareness efforts; encourage private societies to combat smoking; and raise awareness through the kingdom.<\/span>
\n For this purpose, a bank account shall be opened, and disbursement therefrom shall be according to instructions issued by the Minister of Health<\/span><\/p>\n
